Harriman has established a leading role in New England in the preparation of Form-Based Codes and related hybrid codes that incorporate detailed urban design standards directly into land use and development regulations. Form-Based Codes originated as a method to plan and regulate new districts and communities. In New England, however, change typically occurs within existing districts and historic architectural and community settings. As a result, Harriman has developed approaches that acknowledge the existing context and address renovations and additions, as well as new construction.
