Lexington Avenue Village District Zoning and Design Guidelines

Harriman worked with the Norwalk Redevelopment Agency to recommend Village District Zoning and related Design Guidelines to protect a historic residential neighborhood under threat from surrounding incompatible land uses. Lexington Village, also known as “Whistleville” because of its proximity to the rail line, is bounded by a small neighborhood commercial area and significant topographical changes. The low-density residential neighborhood contains a range of house styles and periods, but is facing development pressure from adjacent uses, such as contractor’s yards and inappropriate rehabilitation or new development.
