Harriman drafted and assisted in the adoption of the Norwalk Redevelopment Authority’s Sustainable Design program. The program was developed after completing implications and cost-benefit analyses of the alternative programs and standards developed for sustainable design; including national and international programs. The program includes guidelines and regulations that ensure projects in the urban renewal areas incorporate greater building performance to both reduce the city’s contribution to global climate change and improve project market values. The standards for sustainable architectural and building performance are flexible to respond to different project types and are coordinated with the State’s building code and the proposed amendments to that code. There are separate site design performance standards. The program includes fee-based incentives to coincide with higher-level building performance and metrics for monitoring the results.
