Artists’ Row is a place and a program created to celebrate the arts, support seasonal activities for residents and visitors, and provide maker and selling space to a variety of creative entrepreneurs. Harriman developed a framework plan to guide and coordinate future decisions about physical and programmatic improvements. The Framework Plan was created to examine options and provide recommendations for the enhancement of Artists’ Row and its contributions to the seasonal and year-round vitality of Salem’s downtown. The study considered Artists’ Row from several perspectives, including design, uses and programming, and management and operational implications. Underpinning the Framework was the idea that Artists’ Row should be designed, programmed, and marketed as a distinctive destination within Downtown Salem encompassing a variety of the arts.
